3 Levels of Authority
3.1 The New Zealand Qualifications Authority

The New Zealand Qualifications Authority has legislative responsibility for the determination of these Rules and Procedures.
3.2 Contractors for Specialist Services
- The New Zealand Qualifications Authority will appoint under contract examiners, materials developers, materials critiquers, examination panel leaders, assessors, markers, checkers, verifiers, moderators and agents to hear breaches of the rules.
- Each contract with a specialist service provider must provide, among other things:
- that all contractors will receive training or induction for their roles at The New Zealand Qualifications Authority's expense
- that contractors' duties will be specified in schedules for services prepared by The New Zealand Qualifications Authority
- that materials produced by contractors are copyright to The New Zealand Qualifications Authority and may only be reproduced with its written permission.
3.3 Relationships with Schools
A school principal will nominate a Principal's Nominee(s) to:

receive candidate entries and fees, and forward these in full to The New Zealand Qualifications Authority at set times

process financial assistance applications from candidates

verify that candidates are eligible to enter for the qualifications

monitor internal assessment procedures

ensure the school engages in the external moderation process

verify internal assessment results for all qualifications

liaise with the school's examination centre manager

ensure the availability of suitable accommodation and equipment for the conduct of all external assessment

consider and make recommendations to The New Zealand Qualifications Authority on applications for
compassionate consideration and special assessment conditions.
The school Principal may delegate part of the Principal's Nominee's responsibilities to another member of the school's staff, but in terms of these Rules and Procedures The New Zealand Qualifications Authority will only deal or consult with, or take recommendations from, the Principal or the Principal's Nominee.
