Consultation on Policy Requirements for an Evaluative Approach to Quality Assurance in TEOs

Changes to the regulatory system require the involvement of tertiary education organisations (TEOs) in self-assessment and external evaluation and review. NZQA is consulting with the sector on the policy requirements for self-assessment and external evaluation and review. The Government's tertiary education reforms require closer links between planning, funding, quality assurance and performance monitoring. These will assist the Tertiary Education Commission in making its investment decisions for tertiary education.

NZQA has the role of developing a new quality assurance system in line with the decisions laid out in the December 2006 Cabinet paper. Cabinet has agreed to a single overall framework of self-assessment and external evaluation and review for the tertiary sector that will support a culture of continuous improvement.

A Quality Assurance Expert Advisory Group was established to provide advice on the development and implementation of a robust quality assurance system that supports the tertiary education reforms. The EAG met for the first time in February 2007. The summation of the EAG's advice (view Report right) during 2007 provides a basis for understanding the evaluative approach to quality assurance. NZQA is leading the development of this approach in conjunction with the sector.

The development of systems for self-assessment and external evaluation and review will be based on evaluation theory and practice. Every effort is being made to engage the sector in the developments.

Work is underway with the sector to customise distinctive approaches to evaluative quality assurance.

2007 Cabinet Paper

The 2007 Cabinet paper on the Quality Assurance and Monitoring System to support the Tertiary Reforms is available online.

The paper provides details of the proposed system, including accountability arrangements, the development of a system of self-assessment and review, the timing of a trial of the new approach and the regulatory implications of the changes.
